Pigeons pooping on my balcony?

I have installed netting in the eave spaces on my balcony so the birds couldn’t build nests there. I then put double-sided tape on the rails that go over my balcony. The birds built nests between the railings and are pooping in the corner. So the double-sided tape didn’t work. Then I bought one of those plastic owls yesterday. I come home today to find fresh pigeon poop. So the plastic owl didn’t work. Another idea I’m considering is getting those spikes that you install on the rails. Do those work? Are there any other ideas? I’m at my wit’s end with these pigeons!
Again, the plastic owl didn’t work.

    They now have plastic owls with motors and timers so the head will occasionally move unexpectedly to give it more realism. You also need to fill the plastic owl with sand so that it’s heavy and won’t move with the wind. There’s nothing more fake than a light plastic owl.

    Maybe you should put out some cat food for the neighborhood strays, cats are pretty good at spooking birds.

    Use the Spikes, they work. But they have to very close together, so the pigeon cant’s set on them

    Bird strips, as they’ve been aptly named, are another good way to get rid of pigeons by reducing roosting sites. Bird strips are those metal spikes or wires you’ve seen on large institutions, where large colonies of pigeons tend to roost. In an effort to reduce pigeon populations at my alma mater, pigeon deterring bird strips proved quite effective, making the local pigeon population relocate and disappear within a matter of months. Don’t discount bird strips, or bird spikes as they’re sometimes called, for repelling pigeons just because of the price. You may save money in the long run by preventing physical damages incurred by pigeon droppings.

    Purchase a plastic owl, rubber snake or scarecrow to use as a decoy. If they move or make sound, all the better. Place the object in a prominent place on the porch. Most important, move the distraction frequently to confuse the pigeons. They will know that they are not welcome.
