It's about a woodpecker, year after year pecking holes in the same place of the house. How do we make it leave

First filling the holes with spray foam.
Second filling the holes with chili filled putty.
Third covering the holes with chicken wire and adding a fake snake
Fourth we added a owl with a moving head..
Fifth final thing was to remove the board and replace it with a new one and paint to match the house.
None of these things worked. Do you have a suggestion or a known solution to this problem?
It could be more then one woodpecker, we don’t know.
